 This ticket is for adding a denial of service mitigation subsystem to tor.

 Because of the latest issues we've been having on the network with 1
 million users most likely resulting in the huge loads on the relays we've
 been seeing, this subsystem is to provide a framework in order to add
 defense to tor for potential (voluntary or not) denial of service.
