 This happens when the search comes from some source like a toolbar search
 that does not use an hl=<lang> parameter, but instead something like

 rls=com.ubuntu:nl:official
 or
 rls=org.mozilla:de:official

 We need to decide whether to preserve the rls structure or not; the best
 answer for HTTPS Everywhere on its own may be different from the Torbutton
 answer.
