Your question does not have a simple answer. We do support running Tor
Browser on Windows 10, but it is impossible for the Tor Browser
development team to ensure that it works with the hundreds of anti-malware
and other security software that is used on Windows.
Everyone should definitely run the latest version of Tor Browser
regardless of operating system because there are almost always security
vulnerabilities that are fixed in each new release. That means that
downgrading to Tor Browser 6.5.2 is not a good choice.
Learning about and using an open source OS such as Linux is always a good
option, but if you want to run Tor Browser on Windows you should start by
avoiding Trusteer Rapport (which has a history of interfering with Tor
Browser).
