Comment:

 Hm. Another possibility here is that you're getting throttled by your
 residential internet provider.

 The best course of action I can thing of are:
   * throttling down your Tor node's bandwidth a little bit to see whether
 matters improve at all
   * joining the tor-relays mailing list and asking the friendly people
 there whether anybody's seen anything similar, and see if anybody there
 has insights to figure out what's going on with this setup.
