Comment:

 The only think I can think of for the speedtest.net issue is that
 frequently, when you run a Tor exit from an IP, geolocation services will
 keep a list of the Tor exits and list them all as being in "anonymous
 proxy land."  I wonder whether this.

 As for the speed issues, I'd suggest as with #8225 that you might want to
 ask around on tor-relays whether anybody else has run into them; I haven't
 heard of anything like that before.  There's probably some better way to
 diagnose what's going on exactly; I'm not personally expert in that,
 though, but I hope somebody else (maybe on tor-relays) is...
