 See also #8402 for related issues with proxy settings (won't affect this
 UI, but worth knowing about because it can cause proxy configuration bugs
 that may cause users to actively try this crazy behavior of changing the
 browser proxy settings instead of the Tor proxy settings, when the Tor
 proxy settings fail to work properly).
