 Ok, this branch apparently has gotten a silly amount of testing because
 the psiphon people forked my github repo and have been using it for a
 while.  Since we haven't merged it yet, I made this branch to apply it as
 a patch when we build Tor Browser.  Ideally we can ship 4.5a5 with this,
 and get field testing on our own.

 Would one of the kind tor browser people please pull this in? <3
