Basically, it would be the same link as in 2., but there wouldn't be any
parameters. That's still less data than in 1. but more data than in 2. We
would likely have to add a legend to the CSV file header to explain the
columns, but we're planning to do that anyway (#25446).
Thoughts on this?
Or would it be a lot easier to discuss this idea with example data at
hand? If so, I can produce some data.
