 workaround https://gcc.gnu.org/bugzilla/show_bug.cgi?id=86832#c8

 Tor compiles fine on Windows mingw gcc 8.2 without `--disable-gcc-
 hardening` if add `-mstack-protector-guard=global` to CFLAGS
