 not sure but i don't think so. tor browser always worked until a few days
 ago when it suddenly stopped working, both at my organization as well as
 my home. also, when tor is about to be launched it shuts down so quickly
 that i doubt it's processing any blacklisting directives or whatever. but,
 what do i know...
