I have no idea; not until after 0.1.2.x is done.

Probably that's a bad idea; the v2 spec is a work in progress: it's
completely unstable and unimplemented right now.  When NETINFO cells
_are_ implemented, for example, they probably won't work like
tor-spec-v2.txt describes today.
