It's an error that happens when your relay's guard doesn't work.
It might be due to a bug in some Tor versions, or it might be
because Tor can't reach the network.

Can you tell us what version of Tor your relay is running?

Does your relay bootstrap successfully?

Can you send us all the warnings you see in the Tor log, not just this
one?
