A perhaps easier alternative to consider:
# /etc/tor/torrc
ServerDNSResolvConfFile /etc/tor/resolv.conf.local
# /etc/tor/resolv.conf.local
nameserver 127.0.0.1
That will work even if your hoster meddles with the settings, which I
have seen happen with virtual/cloud servers.
