Why do you need to pay for being unlisted on uceprotect?
This is a service for dnsbl for blocking spammer IP addresses.
If you system is listed in level 1, it sent mail to the spamtraps or did
other attacks (e.g. auth) on their systems. Rather common for a tor exit
that allows port 25.
Although, why do you operate your mail server on this TOR exit?
