I've talked with gk about it and he passed it to the others devs but
there's only so much they can do with limited funding.

I have no idea who, but they're attacking relays with the HSDir flag and
causing them to lose the flag. Unfortunately, I don't think there's any
way to avoid getting the HSDir flag in order to avoid being targeted
without also losing the guard flag. But avoiding getting the flag is
just doing what the attacker wants anyway.

So some kind of censorship against onion services, or research into
efficient DoS attacks against HSDirs for future censorship, I guess.
