I have no idea who, but they're attacking relays with the HSDir flag and causing them to lose the flag. Unfortunately, I don't think there's any way to avoid getting the HSDir flag in order to avoid being targeted without also losing the guard flag. But avoiding getting the flag is just doing what the attacker wants anyway.
