Using one of the 0.1.1.x Tor releases, set "ControlPort 9051" in your
torrc before you start Tor, and then

telnet localhost 9051
authenticate
setconf bandwidthrate="50 KB"
quit

I'm sure you can automate this process via netcat or the like.

Once you've got your script working, can you publish it here
so others can use it and improve it?
