Did you try the cygwin equivalent of ldconfig after installing the
gettext-devel and other dependencies?  I'm no expert on make yet...
no other ideas from the error log output.  To compile on a debian linux installation, I
have to follow the directions to the letter.  Look for ways the
environment variables set by the make step are affecting your system.
