   The act of piracy typically involved a great deal of violence.  People were 
killed, raped, and some thrown overboard.  Physical property was stolen and 
the act was literally an act of war.

   Comparing naval piracy to violating a software license agreement -- an act 
that involves no violence or property theft -- is a huge leap.  The term 
"piracy" obviously has barbaric, extreme-illegal connotations, which is 
exactly why the people looking to stigmatize license agreement violations 
advocated use of the term.
