I think this is specifically not what we're going to do.  I thought the
rule is no command lines unless the user really wants a command line.  The
tools maybe will still run this way - but there has to be a front-end for
it.

Not that I know of.  Debian does this for what amount to religious
purposes, but Red Hat doesn't in all cases and I don't expect SEUL to
either. Not too long ago I was suggesting methods for SRPM's to
automatically download and install 'evil-license' software.
