On the Gitlab side it is clear:
"DO NOT ACTUALLY USE THIS. IT HURTS THE TOR NETWORK. Use the Reduced Exit Policy instead" And (torserver.net founder) Moritz explained everything in the linked mail thread.

Generally: Do not filter outbound traffic on a Tor server.
