Why don't you find out if you have a suitably qualified person to write
a Government training course? TAFE's provide them - Workplace Training
Certificate IV I think is the name. That way you'll have more chance of
getting the Government training supervisors to approve the course.

Alternatively you could talk to a Registered Training Organisation with
your idea, see if they are interested, develop the course for them,
licence it to them for nothing [their kickback] but accredit your
students through them.

Just some thoughts.
