gEDA-bug: [Bug 703879] [NEW] add a way to configure the margin of printing

Public bug reported:

Currently, there is no user accessible way to set the margin of "print
extents with margins".

Proposal: Make this quantity configurable. It should be set in a
gschemrc and the print dialog should provide a way to override.
