The warning is to make sure you don't accidentally short your power
plane to a metal mounting screw or something.  Making it a plated hole
will ensure that sufficient clearance is added to prevent that.

Sorry, no.  The gerber driver, for example, will always select a round
flash to draw lines with, giving you round ends.

That also avoids the problems of what type of corner miters to use
when lines meet at an angle, which flash to use for non-orthogonal
lines, etc, and also makes DRC easier.
