Overlapping is fine.

Any line that starts with a '#' is a comment.
Any unquoted '#' starts a comment to the end of the line.
Those types of comments are ignored by pcb.
Additionally, you can use the Attribute() syntax to add a tagged
"comment" (really, anything) that pcb will preserve, such as copyright
information. Example:
