gEDA-user: outline footprints.

I'm trying to pass a footprint file (all silk) for a board outline from
gschem --> sch2pcb --> pcb.

Ideally, it'd be great to be able enter the orientation and location of
the board and have it load into PCB in locked status, and on the OUTLINE
layer; but I can't even get a symbol with no pins to pass a footprint
attribute via gsch2pcb to a pcb file.

I've read-up on graphical=1, etc.  and am still confused.

Is any or all of this possible?
