Honestly, I just installed geda from the distro for the purpose. There is 
a gafrc.d in /usr/share/gEDA . However, gschem currently in debian/
texting does not seem to find a gafrc placed there:

$ ls -lh /usr/share/gEDA/gafrc.d
total 8.0K
-rw-r--r-- 1 root root 1.2K 2009-08-07 17:56 gafrc
-rw-r--r-- 1 root root 2.2K 2009-01-31 14:17 geda-clib.scm

$ /usr/bin/gschem
/-------gschem log window-------
(...)
Read system-gafrc file [/etc/gEDA/system-gafrc]
Read ~/.gEDA/gafrc file [/home/kmk/.gEDA/gafrc]
Did not find optional local gafrc file [/home/kmk/gafrc]
Read system-gschemrc file [/etc/gEDA/system-gschemrc]
(...)
\---------------

If I try with my shiny, new git version of geda, the gafrc in 
/usr/local/share/gEDA/gafrc.d is read. However, it is read after the 
gafrc in my homedir:

(...)
Read system config file [/usr/local/share/gEDA/system-gafrc]
Read user config file [/home/kmk/.gEDA/gafrc]
Read local config file [/usr/share/gEDA/gafrc.d/gafrc]
Read system config file [/usr/local/share/gEDA/system-gschemrc]

IMHO, the gafrc in home should be last.

BTW, is it guaranteed, that all gaf tools read the various gafrcs in the 
same order?
