Perhaps, We should specify hole sizes and tolerences. There are issues surounding size of hole size of pad around hole. If a board house can't make a via/pin hole to the specified tolerence then it becomes time to move to a different board-house. Also in any project. there are Non reacurring costs (NRE) associated with making a board. A list of which fab shops have made the board before would allow those costs not to be reduplicated. The board house would have to be told that they are free to re-use their art work for anyone ordering such a "Free hardware" fab.

However what about portability?

What if I am making a free technology design that is intended to be
manufactured by board houses all around the world? The only option I see here
is to leave the hole as they are and tell the board house to either round to
nearest or to round to bigger. Any suggestion how to do it better?
