Got the same behaviour as you when using fvwm.

That explains a lot. x_dialog_raise_all() emulates the transient_for 
behavior of gtk for some dialogs.
I think if I go on using GtkDialogs the default setting for 
raise-dialog-boxes-on-expose should be disabled.
