DXF for what purpose, though?  A direct DXF image of some parts of the 
board is useful for some purposes.  But my usage of DXF to get a paste 
stencil is a artifact of my process, nothing more, and I *don't* want a 
direct 1:1 DXF of the paste layer.  That's the point.  I need something 
that is much more intelligent about paste volumes.  And PCB doesn't even 
have the infrastructure for that.

I'm sure you can sell DXF to somebody for something.  But is really is a 
distraction as far as getting a good paste layer is concerned.  It would 
be great for exporting the board outline and mounting holes.  Oh, wait, 
PCB doesn't understand anything but rectangular board outlines....
