depends a little on what you want. If you want to know what widths you
need on your traces to achieve a particular impedance then wcalc,
http://wcalc.sf.net, is the way to go. Look for a new version in the
next few days which adds a few more structures. You can also put in
dimensions (2-d cross section) for a few selected structures and get
back impedances.
If you are looking for a more general purpose "here is my .pcb file,
give me a netlist that models RLCK for the whole layout" then, no, we
don't have anything like that. The closest we have there is PCB can
export the files that NELMA needs to do some capacitance extraction.
I've not used that feature so I can't comment on how well it works, run
time, or accuracy.
What do you have in mind? What should the calculations provide? How
would you want to access them?
