The correct way to do this at the moment is to create your working
area slightly larger than your PCB, and rename one of the layers
"outline" and draw your actual board outline in 10 mil copper, staying
evenly away from the edges.

An "outline" layer is detected by the FAB print routines.

Yeah, that would be nice too.  It would let you place components whose
silk goes off the board, like right angle DB25 connectors.  Sorry, not
yet.
