If this is implemented, I think another benefit would be what I was
asking for a couple of months ago - to be able to temporarily place
components outside the outline of the board while trying to do the
initial component placement. 

I also ran into trouble with DSUB connectors and the silk screen
trying to place them at the edge of PCB. So this feature request is
pretty high on my wish list :-) Yeah, I know - I should find the time
and start coding...
