If my memory serves me correctly, this is a regurgitation
of chapter 8 of the PCB manual. Steve's and Stuarts document 
PCB_landpattern_design.pdf addresses the more practical
considerations of footprint creation and usage. IMHO, it's a must
read for using gEDA sucessfully (So you don't get a bunch of boards
back from a fab house that are not usable).

On another subject, I'm boggled by the permutations that I perceive are 
required to do regarding pin swapping. There has got to be a better way. Or 
did I miss something? 

If I didn't miss anything regarding pin swapping, I assume that gate swapping 
is just as permutation intensive...
