Hmm. Well, I edited the layout file just to how well it worked. While it did succeed, it also obliterated the part which was supposed to lay atop it (owing to its nature as a pad) and was, I felt, a net loss. Regretfully and humbly, I agree that adding a arbitrary-soldermask-clearance function to PCB is the best, and maybe the only, way out of this problem.
