This happened because there was a problem generating your configure
script with automake or autoconf. These are developer-only tools
which you shouldn't need to worry about, unless you are building from
git. In that case, you're supposed to be able to resolve these
developer-only issues.
Hmmmmm..... Can intltool be off by default until it is more stable
and works more reliably? This will give folks who want it the
opportunity to turn it on and play with it, while others won't need to
fool with it.
Just my grumpy opinion......
