Hi all,

Maybe add the layer names "ignore" and/or "mechanical" to the special
cases (like "outline" and "keepout") and test for these and ignore them
during DRC.

IMHO it would be silly to DRC on entities on the "outline" layer :)

Then again, how could pcb know what peoples come up with and throw on
pcb ?

For instance: what is meant to be the inside / outside of any entity on
the "keepout" layer ?
