Probably he uses the GTK-Hid. With this GUI current board size can be set 
with File -> Preferences -> Sizes

However, this changes only the board size of the current project. The 
default bord size used for new projects can be set in ~/.pcb/preferences
Look for "default-PCB-width" and "default-PCB-height". Sizes are in 
1/100th of a mil.
