I think that does not makes so much sence. Imagine, that you have 2
layer board. You have a line at the top layer, and a ground plane at the
bottom. Why should the botom layer cleard? Or, another example. You have
a 3 layer board. You want to make a stripline. How can you do this, if
you clear the top and the bottom layer with your line in the middle?
