In the CVS version of pcb, you can free-rotate the buffer.  So, you
can either pick an element out of the library and rotate it before
pasting, or cut an element off the board, rotate it, and put it back.

The syntax is :FreeRotateBuffer(degrees)

Note that the autorouter and optimizer don't yet like rotated pads.

It's also a bad idea to use lots of small rotations on the same
buffer; the errors accumulate.
