IMHO there are too many exceptions to make a set of rules worthwhile. I'd 
go for a less general solution. Simply attach a list of footprints to a 
symbol known to work with this symbol. The gschem attribute editor could 
present these footprints in a drop-down menu. This would make for a 
solution that is easy to grasp and maintain. It does not try to establish 
groups and classes of symbols and footprints.
