It's been quite a few years since I last used or developed for Windows in anger and my only access to it these days is using a VM session. If it's simply a case of building and packaging the binaries, using one of the previously posted methods as a guide, I'd be willing to do this (without payment). My only real concern is that I'm a gEDA newbie, so other than checking that the binaries load correctly and look right I wouldn't be able to test it in any rigorous fashion.
