If it is a one-shot, you might consider the GUI way:

	inkscape 
		--> draw with real semicircle circle
		--> save as eps (uncheck "make bounding box around page")

	pstoedit -f pcb > footprint.pcb

	pcb 
		--> File - load-layout-data-to-buffer
		--> edit to your needs (lines only, no polygons)
		--> select the buch of lines
		--> copy to buffer ( ctrl-c )
		--> Buffer - convert-buffer-to-element
		--> Buffer - save-buffer-elements-to-file

	editor	--> add the same pin number to all the little 
		    line snippets with search and replace
