No, solder mask is always derived from pads - the holes thing was just
about extending our support for polygon shapes to include user drawn
holes.
I appreciate it would be nice in the future to have the ability to
override solder mask shapes and define things like text in the masks.
(I've seen this used to good effect on boards with no silk-screen).
