The reason for dropping it is that panning is now rigtht click and drag and it's always
available.  That's really nice and makes the pan tool redundant and confusing.
You can really move around nicely and very fast with scroll wheel
zooming combined with right button panning.  And there's even the auto pan
available while drawing or dragging an object.  So it's not that panning is going
away in any sense - panning has been greatly enhanced!

Keep in mind there are still some things that don't work right, but it's nearly there.
