I must be getting old - I didn't catch gd as a dependency when I ran 
configure.
Make now dies stating that:

notfound ./refcard.tex
make[3]: notfound: Command not found
make[3]: *** [refcard.dvi] Error 127
make[3]: Leaving directory `/home/marvin/pcb/doc'
make[2]: *** [all] Error 2
make[2]: Leaving directory `/home/marvin/pcb/doc'
make[1]: *** [all-recursive] Error 1
make[1]: Leaving directory `/home/marvin/pcb'
make: *** [all] Error 2

makeinfo --version states that:

makeinfo (GNU texinfo) 4.8

FWIW - The file refcard.tex is present in /pcb/doc (Where it should be). 
I suppose I can
disable the creation of the docs and fly with everthing else -
