Ok, *now* I've reproduced it. Aside from the "clearances are ignored" bug, what it's doing is searching in layer stack order. Try this: select gnd, vcc, solder, component, in that order. Now F picks the vcc trace. Now, try vcc, gnd, solder, component. Now F picks the gnd poly.
