Yes. Instead of a *.res file you edit a gschemrc file. See the system-
gschemrc as an example (bottom of the file). 

However, both methods are more complicated than standard. GTK supports 
reassigning key-accels on the fly. Just point the mouse at the action in 
a menu and type whatever key-accel you which to assign to that action.  
This works in pcb even though nothing in the source has been specifically 
tuned to it. Unfortunately, the reassigned key are not remembered across 
sessions. Shouldn't be too difficult to teach pcb this memory.
