pstoedit core features -xscale and -yscale, which works in all plugins.

It also features -xshift and -yshift, but I decided to duplicate shift
functionality in the module for a good reason:

Suppose you have an output in a correct scale, but all pads are off-grid
by say 7 mil. Computing correct argument for -xshift and -yshift need
several multiplications. That is why I added -tshiftx and -tshifty,
allowing to use target (pcb) units (mil or mm) for shift fine tuning.

You can see it in the example in Step 3.
