What about a flying WiFi Access Point?
that happens to be streaming MPEG4 over IP?

The transmission of Video (NTSC) is a function of FCC
regulations for frequency/wattage allowed, no?

I'm not aware of any FAA regulations limiting video
transmission in hobby R/C plans, not that there are
none.
